Also the Arcs that have been replaced are the ones installed during the PFI whereas the older Industria Arcs from pre PFI still remain on neighbouring roads (Buckswood Drive and Woburn Road). Quite weird that the new lanterns were replaced first
Crawley along with West Sussex still has an interesting variety of lanterns from before the PFI.

For some unknown reason, the South Coast PFI left a lot of main road lighting untouched, especially in the town centre of Crawley, practically nothing got "PFIed" in that respect. The 8m concretes were the main focus - they did all go, but steels were left largely alone. I suspect it may have been not enough money, what the PFI did do, was done quite late on, near the end of the bulk replacement program, although the side road concrete stock was done many years earlier.

In Chichester, the "non Libra" CFL lanterns were fitted way before the PFI (there were some in Crawley too, and other parts of West Sussex) as was Avenue De Chartres which predated the PFI by at least 5 years - all long before the Google Street View time machine was invented.

Yup that’s what I like about West Sussex as there is still a variety of older SON fixtures about unlike Hampshire. As some street lights only lasted a couple of years before being replaced by PFI and it was a bit wasteful but then again HCC wanted CMS. But I do find it weird that looking on Street View some street that had older Philips SGS 203, 204 and Traficvisons were replaced and some didn’t. I would guess that the columns were rotten or needed to be taller but still. Also do you know by any chance if they stated replacement to LED? As looking on GSV I only managed to find one street that had been converted and one Arc that probably failed had replaced by an Axia3 as no other street light were converted. Also can’t find any thing online. If they started do you know what area they doing first or have already done?

I must admit, all has gone quiet on the West Sussex LED front. I had thought it was a confirmed deal that was progressing, but all seems quiet both online and out on the ground. So was it a proposal that got axed?

In Hampshire, things became a bit ambiguous too. Hampshire had a plan to upgrade about half of their main road lighting to LED, but all went quiet, and we subsequently learnt that having extended their dimming profiles they decided to drop the plans for LED upgrades.

So, who knows what will happen. It's worth noting though, in neighbouring Dorset there have been considerable LED replacements especially on main roads. I've not been able to find anything online to confirm a plan, yet there is clearly a plan taking shape there.

I have been to Weymouth & Portland a few weeks back and most of the main road lighting has been converted to LED (Axia 3) tho most was done by late 2020. Interesting the only thing I found is a news report of residents complaining about the LEDs being too bright. Both PFI were done by Enerveo (formally SSE) so that might have something to with it. Yet Swindon had LED conversions done by them as well and yet it had an excellent coverage of the conversion on SBC website with it being updated to show which streets are being done in the coming weeks. Surrey although not done by SSE also had a good coverage of works. Weird that WSCC dose not want to advertise how green they are by upgrading to led. (If they are actually doing it.)

It will be interesting to see the proposals in detail. Extending the hours of switch-off (the part night scheme) is something I could expect and is technically feasible, but as for the dimming I was under the impression they had already pushed the residential lighting to the limits of what is possible and that dimming any further is beyond what the equipment can physically deliver. Compact fluorescent is dimmed by 65% (to 35%) whilst CosmoPolis is dimmed by 40% (to 60%). Main road lighting has more of a buffer, because the SON has a three-stage dimming regime of 30% from dusk to 11.30pm, 50% from 11.30pm to 5.30am, and 25% from 5.30am to dawn. They could do more with main road lighting. Ultimately, Hampshire haven't done much with LED largely because their lighting is already arguably the lowest energy non-LED street lighting in possibly the whole world, aside from anywhere just using domestic CFL fittings.

Their LED replacement proposals for half of their main road lighting stock has also been a non-starter. It does require investing to save, which is the problem. The cost-benefit of replacing or upgrading the Libras to LED would be negative, but with the SON, Cosmo and CDM-Elite there may be a business case, especially if some of the lighting is on major roads that require formal traffic management to be put out for relamping such as dual carriageways.

Southampton have increased their part night lighting regime, extending from the previous 01:00-04:00 switch off that matched up with neighbouring Hampshire, to 01:00-05:30 now. This came into effect on 1st December. This means that the City of Southampton now has a lengthier switch-off than surrounding areas falling within Hampshire.

However, Hampshire have agreed on the need to make further savings on street lighting from 2025 onwards, and it appears that over the next year they will look into what further savings can be made from dimming (my thoughts are they've reached the limit with compact fluorescent and CosmoPolis), extending part-night lighting, and switching more lighting over to LED.

Given, how much they are dimmed, which significantly increases lamp life, it wouldn't surprise me if they are still on their original lamps after more than 10 years.

It will be easy to buy up sufficient stock in advance, if they ever plan to re-lamp.

It isn't going to be a problem for the next 10 years.
