With that first one, I expect the column bracket snapped - and because the area's run-down the council didn't want to put up a new column, so they've taped the bracket remainder to the column!

That area looks so run down and derelict I'd be surprised if most of those lanterns actually work anyway. If I was in charge I wouldn't be wasting money on new lamps and lanterns/columns for areas that have nobody actually living there!

I agree, it seems pointless and it also seems many of the lamps are clean! I also found this in a non-derelict area of the estate. The bracket is going to give way any minute! In a street like this, you would've thought that the council would have done something better than that rather than just tape the lantern up. Even removing the bracket and fitting a second hand post-top lantern would be a huge improvement! Also, these interesting replacements.
